Simulating active materials with CST
Is CST(computer simulation technology), capable of simulating Active materials and structures such as a LASER?

I dont think I understood what you meant by active materials, but I dont think so.
CST, like all other EM Simulation Software, solve the Maxwell Equations under the assumption the material properties do not change on the fly. So there is no way to take into account the interaction of matter and fields.
This is the case of non-linear materials for optics, where the eps_r varies according to the power of the electric field. It cannot be taken into account by EM Software, as far as I know. I guess thats the case of lasers as well.

is it possible just by manual FDTD codes?
There are some dedicated softwares for these kind of things.
Would you please introduce some of them?
How can I reach such softwares?
What is their names? Do you know?
